Overview of its Role and Structure 2009-10

1. Committee Role

  • The management committee’s role is enshrined in the club constitution, which is based upon a standard ASA model for good governance. The committee is responsible for the management of the club, including both day to day practice and strategic planning and meets approximately six times a year.
  • The committee members are all volunteers with the exception of the Director of Swimming who is a paid member staff and an ex-offico member with no voting rights. All are assigned specific responsibilities and have particular powers with regard to acting on behalf of the club. This allows all members of the committee to work in concert and take charge of all key aspects of the running and development of the club in a structured and effective manner.

 

  • Other than promoting and protecting the general interests of the club as an entity, the committee plays an important role in overseeing the welfare of members and staff, covering such important issues as child protection, health and safety, statutory equality/access obligations and employment rights. 

 

  • The committee draws on the wide range of skills and time its members offer freely to assist and challenge the director of swimming in his/her development planning for the swimming programmes offered by the club. The committee carries out an annual cycle of review and development planning so that policy and practice are refreshed and clear goals/targets for improvement is both set and monitored.

 

  • With the exception of protecting confidential personal data, the committee acts in an open and accountable manner with respect to the club membership. This accountability is enshrined in the constitution and demonstrated by open access of members to club information generally, the annual meeting and election process for the management committee.

2. Committee Structure

  • The following table sets out the current committee structure and includes post holders for the year 2009-2010. There are 5 officers of the club who act as the executive and have proscribed responsibilities for the management of the as set out in the constitution. There a further 9 committee members who act in various support roles. Committee members may join at any point in the year subject to need, but the annual general meeting (AGM) is the point at which formal elections take place to establish the committee membership each year. No previous experience of swimming club committee posts is required. Up to 2 co-opted members can also be invited to join.

  • Executive Committee Member (Officers of the Club) Positions - (note that the Director of Swimming attends and reports to all committee meetings as an ex-offico member and liaises closely with the Committee Executive Members on all matters to do with the running of the club)

Treasurer

The post of treasurer is one of the most important in the club; The Honorary Treasurer is responsible for the financial accounting of the Club. The Treasurer would be asked to make regular reports at meetings of the clubs committee with the held of the Director of Swimming as to the financial position and prospects of the club and will present the accounts at the AGM. The Honorary Treasurer must determine a budget alongside the Director of Swimming and Office Manager that anticipates income for the forthcoming year and the likely expenditure.

Masters team Manager/press officer

To work with the master’s coaches in a drive to encourage more swimmers to participate in competitions. To keep the committee updated in masters issues nationally and within the club. To collect entries from the coaches and send off to the various meets and report numbers to the management committee. Present a brief report to the management committee at each meeting of progress. To supply the local press with gala and swim meet results and to update the management committee. Liaison with Newsletter/Web Site co-coordinator.

Fund Raising Officer

To organize fundraising events within the club. Present a brief report to the management committee at each meeting of progress

Caroline Hookway

Newsletter/Website Coordinator

To produce a newsletter every term for all sections of the club and to maintain the club’s website. Involves liaison with Squad and Masters Press officers.

Present a brief report to the management committee at each meeting of progress.

3. Election of Committee Members

Elections of new committee members primarily happens at the AGM when the whole committee automatically stands down, as required by the constitution, and are either re-elected should they wish to stand again or new candidates are voted in. Notification of committee membership places coming free and committee officer positions being vacated will be sent out in advance of the AGM so members can see where there are opportunities to become involved. Anyone interested in becoming a committee member or wishing to nominate another member will then have to submit their nomination form at least 21 days prior to the AGM.

At any point in the year where is the need or desire to involve additional club members in the committee, as a result of a vacancy occurring or wish to involve a particular member, they can be appointed by the committee as co-opted to the committee but have no voting rights until formally elected at the AGM. Any committee post or executive committee office post falling vacant may be filled from the current committee membership as and when they arise.

Alternatively hand to one of your coaches. All names should be nominated and seconded. You may nominate for ANY positions on the CSCSC committee.
